Neighborhood Conservation

NC-Program-LogoBallston-Virginia Square is an active member of the county’s Neighborhood Conservation (NC) Program.  This program was established to improve and enhance Arlington neighborhoods. It empowers citizens to identify and plan projects in their own neighborhoods. The program provides funding for a variety of capital improvements.

Our current Neighborhood Conservation Plan from 1984 lays out proposed neighborhood improvements with respect to Land Use & Zoning, Parking & Traffic, Parks & Recreation, Community Services, Beautification, and Capital Improvements such as curbs, sidewalks and street lighting.

We have a neighborhood representative, Jim Rosen, on the Neighborhood Conservation Advisory Committee (NCAC). This committee serves as liaison between County staff and the neighborhood
regarding Neighborhood Conservation issues.

We have an on-going NC project for improvements to Oakland Park.  More information on our Oakland Park project page.  Below is a listing of our neighborhood’s past NC projects since 2000.


Hayes Park Phase 1

This NC project set forth a master planning process for Hayes Park (1516 N Lincoln St) that identified various improvements.  Execution was competed in Phase 2 of the project.  Approved 2000.  Completed 2005.


clarenford stationClarenford Station Park

Established a public playground on an unused portion of public land at the northwest corner of the intersection at 13th Street North and North Vermont Street adjacent to I-66.  Approved 2002.  Completed 2004.


13th Street N Improvements (N Vermont St to N Vernon St)

Added curb and gutter of 13th Street North along with a new sidewalk on the north side providing a pedestrian connection to Clarenford Station Park.  Approved 2003.  Completed 2006.


Hayes Park Phase 2

This project completed the elements identified in Phase 1 including upgraded and safer play equipment, safer surfacing materials underneath the play equipment, fencing and a gate for safety and ADA compliance. Paved pathways were installed to direct pedestrian traffic and to mitigate against the existing erosion and damage to tree roots. A new water element was constructed with spray jets operating during the summer season and features a planetary theme. Approved 2003.  Completed 2007.


N Vernon Street Improvements (1200 Block)

Added a new curb, gutter and sidewalk to the east side of North Vernon Street.  Approved 2005.  Completed 2009.


Kirkwood Road Improvements (14th Street N to Lee Hwy)

Provided new curb, gutter and sidewalk on the west side of Kirkwood Road.  Note that NC funds were only utilized from 14th Street North to 1704 Kirkwood while DES funded work north to Lee Highway.  Approved 2011.  Completed 2015.
